Outline for certification

The UL is a typical US certification authority which has provided the standards
development and certification services for product safety since its establishment in 1894.
The UL Standards are used as US Safety Standards, which are non-compulsory standards,
but there are also the compulsory areas according to the State Law of each state.

The annual fee shall be issued on every January 31. Up to 4 annual after-audits shall be performed on an irregular basis.
